Whitehouse Group Completes Mode Choice Model

Models are used increasingly to answer complex questions regarding transportation alternatives to roadway construction needs, and conversely, those who use these models face increasing budgeting and staffing constraints. Whitehouse Group developed a state-of-the practice mode choice model for the Tulsa region with the expressed goal to build it with sufficient flexibility to quickly analyze transit issues as the region grows and new transportation opportunities arise. A key aspect of the approach was to take modeling out of the black box by providing proactive coordination between the model development team and those defining the anticipated use of the adopted mode choice structure.

Our approach recognizes that the use of sophisticated modeling techniques alone does not ensure a successful modeling effort. Modeling is a means to an end, not an end unto itself. The success of this project was dependent on having a team that values the project objectives and the dynamics of the region as well as understands the Federal Highway Administration's (FHWA) certification review procedure for Metropolitan Planning Organizations (MPO) and the Federal Transit Administration's (FTA) New Starts and Small Starts planning requirements.
